Loanee David McCracken made his Rovers debut in the 0-0 draw at home to Hartlepool in midweek and looks set to continue in defence.
The Pirates have not won in 12 league matches and currently sit 22nd in League One.
Top scorer Will Hoskins has scored six of the club's last eight goals, taking his tally for the season to 14 and he will once again be partnered in attack by Jo Kuffour.
